There are two ways to get around this that I know.
1. Add your listing in Italy, type Croatia next to the City in the same fileld. You'll get a postal mail with confirmation code. Your locations doesn't have to be in Italy, just drag the pointer to anywhere in the world
2. Add your business via My Maps feature. It will be displayed on Maps publicly when you search it.
